各市、自治州人民政(zheng)府,蘭(lan)州新區管(guan)委會,省政(zheng)府有關(guan)部門,中央(yang)在甘有關(guan)單(dan)位:

知(zhi)名(ming)農產品(pin)品(pin)牌的實施方案(2019—2023年)

為加(jia)強(qiang)(qiang)“無公害(hai)農產(chan)品(pin)(pin)(pin)、綠色食品(pin)(pin)(pin)、有(you)機(ji)農產(chan)品(pin)(pin)(pin)、地理標(biao)志農產(chan)品(pin)(pin)(pin)”和“品(pin)(pin)(pin)種、品(pin)(pin)(pin)質、品(pin)(pin)(pin)牌(pai)、標(biao)準(zhun)化生產(chan)”建(jian)(jian)設(she)(以下(xia)簡稱“兩個‘三(san)品(pin)(pin)(pin)一(yi)標(biao)’建(jian)(jian)設(she)”),打造“甘味”知(zhi)名農產(chan)品(pin)(pin)(pin)品(pin)(pin)(pin)牌(pai),發展具有(you)甘肅特(te)色現代絲(si)路寒旱農業,提(ti)升特(te)色優勢農產(chan)品(pin)(pin)(pin)質量,增強(qiang)(qiang)市場(chang)競爭力,擴大市場(chang)占有(you)率,制定本方案。

一(yi)、總體要(yao)求(qiu)及目(mu)標

以(yi)習(xi)近平(ping)新(xin)時(shi)代中(zhong)國(guo)特(te)色社會主義(yi)思想為(wei)指導(dao),全面(mian)貫徹黨的十九大和(he)(he)(he)十九屆二中(zhong)、三中(zhong)全會精神,落實高質(zhi)量(liang)發展(zhan)要求,緊(jin)緊(jin)圍繞“牛羊菜(cai)果薯藥”六大特(te)色產(chan)(chan)業和(he)(he)(he)“獨一份”“特(te)別特(te)”“好(hao)中(zhong)優”“錯峰頭”特(te)色優勢農(nong)產(chan)(chan)品(pin)(pin)(pin)(pin),以(yi)兩個“三品(pin)(pin)(pin)(pin)一標(biao)(biao)(biao)”為(wei)抓(zhua)手,建設綠色化、優質(zhi)化、特(te)色化、標(biao)(biao)(biao)準化生產(chan)(chan)基地(di),完善質(zhi)量(liang)安全追(zhui)溯體系(xi)(xi)和(he)(he)(he)品(pin)(pin)(pin)(pin)牌(pai)(pai)管理(li)評價體系(xi)(xi),建立產(chan)(chan)銷市(shi)場(chang)體系(xi)(xi)和(he)(he)(he)營銷推介(jie)機制,全面(mian)構建省、市(shi)、縣三級農(nong)產(chan)(chan)品(pin)(pin)(pin)(pin)區域公(gong)用品(pin)(pin)(pin)(pin)牌(pai)(pai)和(he)(he)(he)企業商(shang)標(biao)(biao)(biao)品(pin)(pin)(pin)(pin)牌(pai)(pai)協(xie)同發展(zhan)、互為(wei)支撐的“甘味(wei)(wei)”知(zhi)(zhi)名農(nong)產(chan)(chan)品(pin)(pin)(pin)(pin)品(pin)(pin)(pin)(pin)牌(pai)(pai)體系(xi)(xi),持續提升(sheng)農(nong)業綜合效益。2019年起“三品(pin)(pin)(pin)(pin)一標(biao)(biao)(biao)”認證年度增長8%以(yi)上。到2023年,“三品(pin)(pin)(pin)(pin)一標(biao)(biao)(biao)”認證總數達到3000個以(yi)上;建設一批“三品(pin)(pin)(pin)(pin)一標(biao)(biao)(biao)”示范區,申(shen)報一批中(zhong)國(guo)馳名商(shang)標(biao)(biao)(biao)和(he)(he)(he)地(di)理(li)標(biao)(biao)(biao)志保護產(chan)(chan)品(pin)(pin)(pin)(pin),爭創一批品(pin)(pin)(pin)(pin)質(zhi)過硬、特(te)色突出、競(jing)爭力(li)強的“甘味(wei)(wei)”知(zhi)(zhi)名農(nong)產(chan)(chan)品(pin)(pin)(pin)(pin)品(pin)(pin)(pin)(pin)牌(pai)(pai);“甘味(wei)(wei)”知(zhi)(zhi)名農(nong)產(chan)(chan)品(pin)(pin)(pin)(pin)品(pin)(pin)(pin)(pin)牌(pai)(pai)培育、推廣和(he)(he)(he)管理(li)體系(xi)(xi)基本建立,品(pin)(pin)(pin)(pin)牌(pai)(pai)知(zhi)(zhi)名度和(he)(he)(he)市(shi)場(chang)競(jing)爭力(li)全面(mian)提升(sheng)。

二、重點工(gong)作

(一)全面推進農(nong)(nong)(nong)(nong)(nong)業(ye)(ye)標(biao)準(zhun)化生產(chan)。逐步完善特(te)色(se)農(nong)(nong)(nong)(nong)(nong)產(chan)品(pin)質(zhi)量(liang)安(an)全追(zhui)溯體系,大力(li)推進農(nong)(nong)(nong)(nong)(nong)業(ye)(ye)全程標(biao)準(zhun)化生產(chan),不斷提升農(nong)(nong)(nong)(nong)(nong)產(chan)品(pin)質(zhi)量(liang)水平(ping)。按照現(xian)代(dai)絲路寒旱農(nong)(nong)(nong)(nong)(nong)業(ye)(ye)“一帶(dai)五區(qu)(qu)(qu)”產(chan)業(ye)(ye)布局(ju),以現(xian)代(dai)農(nong)(nong)(nong)(nong)(nong)業(ye)(ye)示(shi)(shi)范區(qu)(qu)(qu)、特(te)色(se)農(nong)(nong)(nong)(nong)(nong)產(chan)品(pin)優(you)勢區(qu)(qu)(qu)、農(nong)(nong)(nong)(nong)(nong)產(chan)品(pin)質(zhi)量(liang)安(an)全縣、農(nong)(nong)(nong)(nong)(nong)業(ye)(ye)標(biao)準(zhun)化示(shi)(shi)范區(qu)(qu)(qu)、綠(lv)色(se)食品(pin)原料標(biao)準(zhun)化示(shi)(shi)范基地(di)為重點,鼓勵縣市區(qu)(qu)(qu)建(jian)設綠(lv)色(se)標(biao)準(zhun)化特(te)色(se)農(nong)(nong)(nong)(nong)(nong)產(chan)品(pin)種(zhong)養基地(di)。(責任單位:省(sheng)農(nong)(nong)(nong)(nong)(nong)業(ye)(ye)農(nong)(nong)(nong)(nong)(nong)村(cun)廳、省(sheng)林(lin)草局(ju)、省(sheng)市場監管局(ju)、省(sheng)供銷聯社(she),各市州(zhou)、縣市區(qu)(qu)(qu)人民政府)

(二(er))著力構(gou)建(jian)(jian)(jian)(jian)三級(ji)市場(chang)(chang)(chang)網(wang)(wang)絡體(ti)(ti)系。按照(zhao)統(tong)籌規劃、分(fen)級(ji)實施,市場(chang)(chang)(chang)運作、政(zheng)府引導,完善(shan)功能、體(ti)(ti)現公益的原(yuan)則,在(zai)(zai)全省(sheng)逐步(bu)建(jian)(jian)(jian)(jian)成布局合(he)(he)理、分(fen)工(gong)明確、統(tong)一(yi)(yi)開放、競(jing)爭有序的產(chan)(chan)(chan)(chan)(chan)地(di)三級(ji)批(pi)(pi)發(fa)(fa)市場(chang)(chang)(chang)網(wang)(wang)絡體(ti)(ti)系。在(zai)(zai)“牛(niu)羊(yang)菜(cai)果薯(shu)(shu)藥”六大(da)特(te)色(se)(se)產(chan)(chan)(chan)(chan)(chan)業主(zhu)(zhu)產(chan)(chan)(chan)(chan)(chan)區,培育建(jian)(jian)(jian)(jian)設(she)(she)(she)(she)(she)一(yi)(yi)批(pi)(pi)全國性農(nong)(nong)(nong)(nong)產(chan)(chan)(chan)(chan)(chan)品(pin)產(chan)(chan)(chan)(chan)(chan)地(di)批(pi)(pi)發(fa)(fa)市場(chang)(chang)(chang),提升(sheng)國家級(ji)定西馬鈴(ling)薯(shu)(shu)專業批(pi)(pi)發(fa)(fa)市場(chang)(chang)(chang)、蘭州(zhou)(zhou)定遠高原(yuan)夏菜(cai)批(pi)(pi)發(fa)(fa)市場(chang)(chang)(chang)、靜寧蘋果批(pi)(pi)發(fa)(fa)市場(chang)(chang)(chang)、隴西中(zhong)藥材批(pi)(pi)發(fa)(fa)市場(chang)(chang)(chang)、臨夏牛(niu)羊(yang)肉批(pi)(pi)發(fa)(fa)市場(chang)(chang)(chang)、天水花牛(niu)蘋果期貨交割庫等(deng)集散功能;在(zai)(zai)花椒、油(you)橄欖、百合(he)(he)等(deng)特(te)色(se)(se)優(you)勢(shi)農(nong)(nong)(nong)(nong)產(chan)(chan)(chan)(chan)(chan)品(pin)主(zhu)(zhu)產(chan)(chan)(chan)(chan)(chan)區,改(gai)造提升(sheng)一(yi)(yi)批(pi)(pi)區域性農(nong)(nong)(nong)(nong)產(chan)(chan)(chan)(chan)(chan)品(pin)產(chan)(chan)(chan)(chan)(chan)地(di)批(pi)(pi)發(fa)(fa)市場(chang)(chang)(chang),配套建(jian)(jian)(jian)(jian)設(she)(she)(she)(she)(she)冷鏈物流、信息(xi)服務(wu)、電子結算等(deng)基礎(chu)設(she)(she)(she)(she)(she)施;在(zai)(zai)生產(chan)(chan)(chan)(chan)(chan)集中(zhong)度較高、市場(chang)(chang)(chang)基礎(chu)較好的鄉鎮(zhen),建(jian)(jian)(jian)(jian)設(she)(she)(she)(she)(she)一(yi)(yi)批(pi)(pi)農(nong)(nong)(nong)(nong)產(chan)(chan)(chan)(chan)(chan)品(pin)產(chan)(chan)(chan)(chan)(chan)地(di)初級(ji)市場(chang)(chang)(chang)。依(yi)托特(te)色(se)(se)優(you)勢(shi)產(chan)(chan)(chan)(chan)(chan)業布局,逐步(bu)推進農(nong)(nong)(nong)(nong)產(chan)(chan)(chan)(chan)(chan)品(pin)冷鏈物流建(jian)(jian)(jian)(jian)設(she)(she)(she)(she)(she)。在(zai)(zai)“菜(cai)果薯(shu)(shu)藥”等(deng)主(zhu)(zhu)產(chan)(chan)(chan)(chan)(chan)區,建(jian)(jian)(jian)(jian)設(she)(she)(she)(she)(she)一(yi)(yi)批(pi)(pi)產(chan)(chan)(chan)(chan)(chan)地(di)預冷集配中(zhong)心;在(zai)(zai)“牛(niu)羊(yang)”等(deng)主(zhu)(zhu)產(chan)(chan)(chan)(chan)(chan)區,建(jian)(jian)(jian)(jian)設(she)(she)(she)(she)(she)一(yi)(yi)批(pi)(pi)產(chan)(chan)(chan)(chan)(chan)地(di)低溫加工(gong)倉儲設(she)(she)(she)(she)(she)施;在(zai)(zai)田間地(di)頭,建(jian)(jian)(jian)(jian)設(she)(she)(she)(she)(she)一(yi)(yi)批(pi)(pi)以小型(xing)冷庫為主(zhu)(zhu)的氣調庫。支持冷鏈物流企業開展(zhan)共同配送,鼓(gu)勵(li)發(fa)(fa)展(zhan)線上線下融合(he)(he)的冷鏈物流新(xin)業態,著力解決生鮮農(nong)(nong)(nong)(nong)產(chan)(chan)(chan)(chan)(chan)品(pin)配送“最后一(yi)(yi)公里”問題。(責任單(dan)位:省(sheng)商務(wu)廳、省(sheng)發(fa)(fa)展(zhan)改(gai)革(ge)委(wei)、省(sheng)農(nong)(nong)(nong)(nong)業農(nong)(nong)(nong)(nong)村廳,各市州(zhou)(zhou)、縣市區人民政(zheng)府)

(三)不斷拓寬農(nong)(nong)(nong)產(chan)(chan)(chan)品(pin)(pin)(pin)(pin)銷(xiao)(xiao)售渠道。充分發(fa)揮省(sheng)級六大產(chan)(chan)(chan)業(ye)產(chan)(chan)(chan)銷(xiao)(xiao)協會作用,動員引導(dao)各(ge)類(lei)市(shi)場(chang)主體(ti)與(yu)特色優(you)勢(shi)農(nong)(nong)(nong)產(chan)(chan)(chan)品(pin)(pin)(pin)(pin)生(sheng)產(chan)(chan)(chan)區(qu)開(kai)展(zhan)產(chan)(chan)(chan)銷(xiao)(xiao)對接(jie)(jie)活動,共同構建(jian)便捷、暢通、長期、穩(wen)定(ding)(ding)、緊密的(de)(de)(de)農(nong)(nong)(nong)產(chan)(chan)(chan)品(pin)(pin)(pin)(pin)營銷(xiao)(xiao)渠道,推動建(jian)立(li)長期穩(wen)定(ding)(ding)的(de)(de)(de)產(chan)(chan)(chan)銷(xiao)(xiao)關(guan)系(xi)。組織(zhi)各(ge)級各(ge)類(lei)經銷(xiao)(xiao)商(shang)(shang)隊伍抱(bao)團出(chu)省(sheng),主動對接(jie)(jie)珠三角、長三角、京津(jin)、成渝等(deng)大終端市(shi)場(chang),積極(ji)開(kai)拓南亞、西亞及歐盟等(deng)國外(wai)市(shi)場(chang)。開(kai)展(zhan)多種(zhong)形式的(de)(de)(de)農(nong)(nong)(nong)產(chan)(chan)(chan)品(pin)(pin)(pin)(pin)產(chan)(chan)(chan)銷(xiao)(xiao)對接(jie)(jie)活動,搭建(jian)各(ge)種(zhong)類(lei)型(xing)(xing)的(de)(de)(de)展(zhan)示展(zhan)銷(xiao)(xiao)和(he)洽談(tan)對接(jie)(jie)平臺,辦好(hao)(hao)西北貧困地區(qu)農(nong)(nong)(nong)產(chan)(chan)(chan)品(pin)(pin)(pin)(pin)產(chan)(chan)(chan)銷(xiao)(xiao)對接(jie)(jie)會、中國·定(ding)(ding)西馬鈴薯大會等(deng)節會,誠邀客商(shang)(shang)來(lai)甘肅洽談(tan)采購特色優(you)勢(shi)農(nong)(nong)(nong)產(chan)(chan)(chan)品(pin)(pin)(pin)(pin)。引導(dao)農(nong)(nong)(nong)業(ye)龍頭企(qi)業(ye)、農(nong)(nong)(nong)民專業(ye)合(he)(he)作社、家(jia)庭(ting)農(nong)(nong)(nong)場(chang)、種(zhong)養大戶和(he)新型(xing)(xing)職業(ye)農(nong)(nong)(nong)民按(an)照市(shi)場(chang)需求進行生(sheng)產(chan)(chan)(chan)銷(xiao)(xiao)售,抓好(hao)(hao)農(nong)(nong)(nong)產(chan)(chan)(chan)品(pin)(pin)(pin)(pin)經紀人和(he)職業(ye)農(nong)(nong)(nong)民隊伍建(jian)設(she),構建(jian)專業(ye)化(hua)、集約化(hua)、組織(zhi)化(hua)、社會化(hua)相結合(he)(he)的(de)(de)(de)農(nong)(nong)(nong)業(ye)經營體(ti)系(xi),穩(wen)步(bu)提高(gao)農(nong)(nong)(nong)民參(can)與(yu)市(shi)場(chang)和(he)農(nong)(nong)(nong)產(chan)(chan)(chan)品(pin)(pin)(pin)(pin)流通的(de)(de)(de)組織(zhi)化(hua)程度。(責任單位:省(sheng)農(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)村(cun)廳、省(sheng)商(shang)(shang)務廳、省(sheng)市(shi)場(chang)監管局、蘭州(zhou)(zhou)海關(guan),各(ge)市(shi)州(zhou)(zhou)、縣市(shi)區(qu)人民政(zheng)府(fu))

(四)加快培育“甘(gan)味”知名農(nong)(nong)產(chan)品(pin)(pin)品(pin)(pin)牌(pai)。緊(jin)盯特色(se)優勢產(chan)業(ye)(ye)和(he)終端市(shi)場需(xu)求,建(jian)立(li)多方聯動的(de)品(pin)(pin)牌(pai)推(tui)廣體系。省(sheng)級負(fu)責(ze)(ze)“甘(gan)味”農(nong)(nong)產(chan)品(pin)(pin)區(qu)域(yu)(yu)公(gong)用(yong)品(pin)(pin)牌(pai)打(da)造(zao)(zao)(zao)(zao)和(he)推(tui)廣,市(shi)州(zhou)、縣(xian)(xian)市(shi)區(qu)負(fu)責(ze)(ze)本區(qu)域(yu)(yu)內農(nong)(nong)產(chan)品(pin)(pin)區(qu)域(yu)(yu)公(gong)用(yong)品(pin)(pin)牌(pai)、企(qi)(qi)業(ye)(ye)商標(biao)(biao)品(pin)(pin)牌(pai)打(da)造(zao)(zao)(zao)(zao)和(he)推(tui)廣,農(nong)(nong)業(ye)(ye)龍頭企(qi)(qi)業(ye)(ye)、農(nong)(nong)民專業(ye)(ye)合作社(she)、家庭農(nong)(nong)場等(deng)新型經營(ying)主體負(fu)責(ze)(ze)企(qi)(qi)業(ye)(ye)商標(biao)(biao)品(pin)(pin)牌(pai)打(da)造(zao)(zao)(zao)(zao)和(he)推(tui)廣。縣(xian)(xian)市(shi)區(qu)依托(tuo)當地優勢產(chan)業(ye)(ye),繼(ji)續申(shen)報創(chuang)建(jian)“中國特色(se)農(nong)(nong)產(chan)品(pin)(pin)優勢區(qu)”。安定(ding)(ding)區(qu)定(ding)(ding)西(xi)馬鈴薯、榆中縣(xian)(xian)蘭州(zhou)高原夏菜、靜寧縣(xian)(xian)靜寧蘋果、岷縣(xian)(xian)當歸等(deng)已創(chuang)建(jian)認定(ding)(ding)的(de)“中國特色(se)農(nong)(nong)產(chan)品(pin)(pin)優勢區(qu)”要繼(ji)續抓好品(pin)(pin)牌(pai)推(tui)介工(gong)作,并引導新型經營(ying)主體打(da)造(zao)(zao)(zao)(zao)一批企(qi)(qi)業(ye)(ye)商標(biao)(biao)品(pin)(pin)牌(pai)和(he)產(chan)品(pin)(pin)品(pin)(pin)牌(pai)。省(sheng)級設(she)(she)(she)計推(tui)出“甘(gan)味”知名農(nong)(nong)產(chan)品(pin)(pin)品(pin)(pin)牌(pai)標(biao)(biao)識,市(shi)州(zhou)、縣(xian)(xian)市(shi)區(qu)分(fen)別(bie)設(she)(she)(she)計推(tui)出各(ge)自的(de)區(qu)域(yu)(yu)公(gong)用(yong)品(pin)(pin)牌(pai)標(biao)(biao)識,支持農(nong)(nong)業(ye)(ye)龍頭企(qi)(qi)業(ye)(ye)設(she)(she)(she)計推(tui)出企(qi)(qi)業(ye)(ye)商標(biao)(biao)品(pin)(pin)牌(pai)。(責(ze)(ze)任單位:省(sheng)農(nong)(nong)業(ye)(ye)農(nong)(nong)村廳、省(sheng)林草局、省(sheng)市(shi)場監管局、省(sheng)廣電局、省(sheng)供(gong)銷聯社(she),各(ge)市(shi)州(zhou)、縣(xian)(xian)市(shi)區(qu)人(ren)民政府)

(五)逐步(bu)建立“甘味(wei)”品(pin)(pin)(pin)(pin)牌評價管(guan)理體(ti)系。制(zhi)定“甘味(wei)”知(zhi)名(ming)農(nong)產(chan)(chan)品(pin)(pin)(pin)(pin)品(pin)(pin)(pin)(pin)牌評價辦(ban)法,實施知(zhi)名(ming)農(nong)產(chan)(chan)品(pin)(pin)(pin)(pin)品(pin)(pin)(pin)(pin)牌目錄管(guan)理。對納入(ru)目錄的區(qu)域品(pin)(pin)(pin)(pin)牌、企(qi)(qi)業商(shang)(shang)(shang)(shang)標品(pin)(pin)(pin)(pin)牌和產(chan)(chan)品(pin)(pin)(pin)(pin)品(pin)(pin)(pin)(pin)牌授權使用“甘味(wei)”知(zhi)名(ming)農(nong)產(chan)(chan)品(pin)(pin)(pin)(pin)品(pin)(pin)(pin)(pin)牌標識,嚴(yan)格(ge)執行(xing)準入(ru)退出,實行(xing)動態管(guan)理,定期向社會公布和推廣。各(ge)級市(shi)場監管(guan)、農(nong)業農(nong)村、商(shang)(shang)(shang)(shang)務、林草、供銷等部(bu)門(men)建立聯(lian)動機制(zhi),加大對“甘味(wei)”知(zhi)名(ming)農(nong)產(chan)(chan)品(pin)(pin)(pin)(pin)品(pin)(pin)(pin)(pin)牌的管(guan)理保護,打擊仿冒和偽劣(lie)產(chan)(chan)品(pin)(pin)(pin)(pin),嚴(yan)厲查(cha)處商(shang)(shang)(shang)(shang)標侵權、虛(xu)假注冊、惡意搶注、非法使用標識等違法行(xing)為(wei)。商(shang)(shang)(shang)(shang)務部(bu)門(men)要協助農(nong)產(chan)(chan)品(pin)(pin)(pin)(pin)出口(kou)企(qi)(qi)業在海外注冊企(qi)(qi)業商(shang)(shang)(shang)(shang)標品(pin)(pin)(pin)(pin)牌。(責任單位:省農(nong)業農(nong)村廳(ting)、省商(shang)(shang)(shang)(shang)務廳(ting)、省林草局(ju)、省市(shi)場監管(guan)局(ju)、省供銷聯(lian)社,各(ge)市(shi)州、縣市(shi)區(qu)人民政府)

三、保障措施(shi)

(一(yi))加(jia)強(qiang)組織領(ling)導。各地要高度重視兩個“三品(pin)一(yi)標”建(jian)設和(he)(he)“甘(gan)味”知名(ming)農產品(pin)品(pin)牌(pai)打造工(gong)(gong)作(zuo),明確目標任務(wu),靠實(shi)工(gong)(gong)作(zuo)責(ze)任,政(zheng)府負責(ze)同志要主動謀(mou)劃和(he)(he)協(xie)調推動,確保各項(xiang)工(gong)(gong)作(zuo)抓實(shi)落地。要逐(zhu)步建(jian)立農業(ye)農村(cun)部門牽頭抓總、相關(guan)部門協(xie)同配合、社會力量積(ji)極支持、新型經(jing)營主體廣泛(fan)參與(yu)的工(gong)(gong)作(zuo)推進(jin)機制(zhi)。省直有關(guan)部門要加(jia)強(qiang)指導服(fu)務(wu)和(he)(he)督導檢查,及時(shi)通報情況,總結推廣經(jing)驗。

(二)加大扶(fu)持力度。各地要加大對(dui)兩個“三(san)品(pin)(pin)一標”建(jian)(jian)設和(he)“甘味”知名(ming)農(nong)產(chan)品(pin)(pin)品(pin)(pin)牌打造的政策扶(fu)持力度,統籌整(zheng)合相關資金,出(chu)臺品(pin)(pin)牌培(pei)育辦法,扶(fu)持引導(dao)農(nong)業(ye)(ye)龍頭企業(ye)(ye)、農(nong)民專(zhuan)業(ye)(ye)合作社、家庭農(nong)場等提升商標品(pin)(pin)牌知名(ming)度。建(jian)(jian)立“甘味”知名(ming)農(nong)產(chan)品(pin)(pin)品(pin)(pin)牌獎補機制,金融(rong)機構(gou)要加大對(dui)新型經(jing)營主體(ti)的信貸支持。

(三)抓(zhua)好(hao)宣傳培訓。推出“甘(gan)味(wei)”知名農產(chan)品(pin)(pin)(pin)宣傳片和宣傳欄(lan)目,建立“甘(gan)味(wei)”知名農產(chan)品(pin)(pin)(pin)微信公眾號。開展研討交流,講好(hao)品(pin)(pin)(pin)牌(pai)(pai)故事,發揮農產(chan)品(pin)(pin)(pin)品(pin)(pin)(pin)牌(pai)(pai)效應。開展多種培訓,宣傳推介(jie)鮮(xian)活經驗,營造農產(chan)品(pin)(pin)(pin)發展的良好(hao)社會氛圍。
